If you really consider forests and farms "empty", then you haven't been paying enough attention to Lot Exhanges of SimPeg4, SimCity Devotion and Simtropolis. The common demand practically means, that only your own computer sets limits for how big region you are able to build. You can build as big region you ever like, filled with urban and suburban residential, commercial, industry and agriculture. You can consentrate that demand to build Central business district (CBD) to center of your region, or even several CBD-like areas. However, in order to use one, you have to first extract some files to your computer and then import the region into SimCity 4. All connected city tiles share the common demand. Regions create new neighborhoods of cities in SimCity 4.
